2. I saw my Japanese colleague on evening of

23rd December.

3. He categorically refused suggestion contained in penultimate paragraph of your tele ram under reference.

4. His replies to your enquiries in preceding paragraph were (b) according to military requirements but about once a week (c) from Hong Kong, Japanese, Chinese and others wanted in connexion with rehabilitation or with

military or naval services at Cant n; to Hong Kong, persons in civilian dress attached to Japanese military and naval services (d) no (e) generally not exceeding twenty-four hours (f) [? in both] directions usually to and from another port e.g. Japan, Shanghai, [? Amoy], Macao.

As regards (a) he replied calls were not necessary but convenient. He raised objection to making arrangements

for transport through Tokyo on the ground that it would be unnecessarily inconvenient and that movements of British

gunboats/
